The aim of export controls is to prevent the proliferation of weapons of mass destruction, the uncontrolled transfer of armaments and the use of sensitive goods to commit serious human rights violations or to promote terrorism abroad. Export control is a balancing act between the conflicting priorities of academic freedom and compliance with foreign trade regulations. In this area of tension, the export control measures introduced are intended to ensure compliance with the applicable regulations and at the same time prevent over-regulation to the detriment of academic freedom.
These pages are designed to aid you in determining whether the transfer of sensitive goods or know-how abroad is prohibited or requires special authorisation.

Compliance with export control regulations is the responsibility of all researchers and research institutions at the University of Passau. This includes the export of goods (e.g. laboratory or test equipment), in particular the export of embodied technology (e.g. in e-mails, on data storage mediums or in a cloud), as well as the unembodied (“intangible”) transfer of knowledge and know-how, i.e. so-called technical assistance.
