Advertising on campus
The University of Passau offers excellent working conditions for researchers and teaching staff as well as outstanding study conditions for students. Surveys such as the Study Quality Monitor regularly confirm the high level of satisfaction of our students. In order to maintain these first-class conditions at the University of Passau and to keep unwanted disturbances away from researchers, teaching staff and students as far as possible, advertising and advertising-like activities at the University are only possible to a very limited extent. This is in line with the students' wishes, which were conveyed to the University Executive via the Student Parliament.
This page provides an overview of the possibilities and prohibitions of advertising and advertising-related activities at the University of Passau and answers frequently asked questions (FAQs).
1. Active commercial advertising and advertising-like activities by third parties
1.1. Advertising bans at the University of Passau
Active commercial advertising by third parties (e.g. companies, insurance companies, etc.) is generally not permitted on the entire campus of the University of Passau or at university events (including off-campus events).
1.1.1 Affected activities
Active commercial advertising by third parties is not permitted, in particular in the form of advertising material and activities of any kind, in particular advertising stands, banners, posters, roll-ups, flyers, stickers, campaign stands, games and give-aways. Activities for the acquisition of members, customers or employees and/or the sale of assessments and products are also prohibited.
1.1.2 Affected advertisers
Active commercial advertising by third parties is generally not permitted, including in particular advertising for financial services, banks, insurance, health insurance, printing and copying services, information technology and office supplies, printed products, travel and restaurants and catering.
1.1.3 Events organised by third parties
The ban on active commercial advertising by third parties also applies to events for which the University and its bodies are not responsible, insofar as university resources (e.g. areas or rooms) are used for the event. This particularly affects events organised by student groups.
1.1.4 Reference ban
Third parties may not reference the University for the purpose of active commercial advertising. Partners and/or service providers of the University may make reference of their cooperation with the University (e.g. a reference on the website) if this use has been agreed with the University (request to kommunikation@uni-passau.de). The use of the University logo is only permitted in exceptional cases and must be reviewed on a case-by-case basis.
1.2. Exceptions to the advertising ban
1.2.1 Events organised by ZKK
In order to facilitate contacts between students and potential employers, the Future: Careers and Competencies Section (ZKK - Zukunft: Karriere und Kompetenzen) offers a wide range of formats for companies to present themselves. The advertising bans therefore do not apply to ZKK events, in particular the "Campus meets Company" trade fair. The ZKK signs contracts at standard market conditions with interested companies for all formats. Further information and contact persons can be found on the ZKK website.
1.2.2 Special regulations for health insurance companies.
As long as health insurance companies fulfil their statutory duty to provide information, it is possible to distribute thematically appropriate information brochures at relevant events (e.g. Health Day). The number of items should not exceed the number of event participants. Excess brochures must be taken back or disposed of by the health insurance company after the event. Publicity reports on the participation of health insurance companies in an event are not permitted.
1.2.3 Special regulations for alumni associations
The AlumniClub - Ehemaligenverein der University of Passau e.V. and the KuWi netzwerk international e.V. can present their organisation's work to graduates at graduation ceremonies.
1.2.4 Special arrangements during the Orientation Weeks
As part of the Orientation Week ("O-Week"), so-called "Ersti-Tüten" (first year bags) with partly promotional material from third parties are distributed to first-year students at the University of Passau at the beginning of each semester. The organisation, filling and distribution of the "Ersti-Tüten" is exclusively permitted to the student committees of the faculties. The promotional material in the "Ersti bags" must be in line with the values and principles of the University of Passau.

1.2.5 Special regulations in Student Services Association (Studentenwerk) rooms (e.g. refectory)

1.2.6 Active or commercial sponsorship of events
Events at the University can be supported by corporate sponsorship in individual cases (in particular conferences or events with a university-wide focus, e.g. 40 years of the University of Passau).
With sponsorship, companies pursue company-related advertising or public relations goals, in which the University actively participates in this case. If a university event is supported by sponsorship from a company, it is essential to conclude a sponsorship agreement in advance that clearly defines the assessment and consideration.
Examples of taxable sponsorship, which is generally possible at the University of Passau:
- Emphasised references to the sponsor in the context of events, e.g:
- Large logos on sponsor wall
- In the form of a physical display or poster at the event
- In digital form as a slide that is shown as part of a presentation before the start of the event and during the breaks
- Large logos on a sponsor page on the event website
- Placement of a link on the event website that leads to the sponsor's website
- Clear mention of sponsors in speeches at the event (beyond a mere acknowledgement)
- Large logos on sponsor wall
- Placement of pure advertisements of the sponsor in brochures, event booklets, on posters etc. (but not on flyers)
- Only for publishers/booksellers: Presentation of publications (book table) at events (without sales)
The University cannot provide any further consideration in the context of event sponsorship. In particular, it is not permitted within a sponsorship agreement to grant a sponsor advertising services in return for its support, such as the construction of advertising stands or posters, etc., or the opportunity to distribute advertising material such as flyers, stickers, stickers, give-aways, etc. at the event. Activities for the acquisition of members, customers or employees and/or the sale of assessments and products are also not possible.
Sponsorship must be clarified in advance with the responsible Economic Activities and Taxes Section (Referat Wirtschaftliche Betätigungen und Steuern). The Economic Activities and Taxes Section and the Legal Affairs Section are responsible for drawing up and assessing a sponsorship agreement. 2. Advertising for university events
Advertising for university events, as well as for events organised by student groups, university-related associations and foundations (on and off campus) for the purpose of informing and inviting participants is expressly desired. Due to the large number of events at the university, advertising for events can only take place within clearly defined limits and with prior authorisation. In addition, paperless forms of advertising for events are to be favoured, as the University of Passau is committed to sustainability.

3. Donations
3.1. Ban on advertising when supporting events, science prizes etc. through donations
The University of Passau welcomes donations from donors for the non-profit and therefore tax-privileged purposes of science, research and teaching. Donations must be made voluntarily and free of charge, i.e. they are not linked to any reciprocal contribution from the University of Passau. The University of Passau will issue a receipt for donations. The donation can be referenced in an acknowledgement of thanks. This can be done, for example, by naming the donor (possibly also with a "discreet" logo). Any form of advertising, excessive emphasis or other consideration for a donation received is prohibited.

3.2. fundraising
Collections for charitable, benevolent, ecclesiastical or scientific purposes are only permitted on the university campus and at university events (including off-campus events) with explicit authorisation.
One exception is the annual charity Christmas marketorganised by the AStA/Sprecher:innenrat in December, where student societies collect money for a common good cause. The purpose of the donation must be published in advance.
In emergencies with great urgency (e.g. Ukraine aid 2022, appeal for donations after the Turkey earthquake 2023) and only with express authorisation, donations for a charitable cause can be collected or advertised at the University of Passau and at its events. The University of Passau itself does not accept donations, but merely facilitates the activities of third parties (e.g. fundraising by the Neuburger Gesprächskreis Wissenschaft und Praxis an der University of Passau e.V. in favour of the Ukraine Emergency Fund).
